The method of determine the tuition fee structure at most universities in Malaysia is as follows:
-
Flat Rate Method (Every Semester)The fee is calculated by dividing the total education cost by the number of study semesters, including any industrial training semesters.
-
Charge Per Credit Hour Method (Multiplied by Per Credit Hour Fee Rate)For Per Credit Hour Method: The fee is based on the number of credit hours taken, multiplied by the fee rate for each credit hour.As evident, the fees charged using the credit hour method are lower than the flat rate method.
UIS uses the per credit hour method to determine the tuition fee structure per semester, which is RM255 per credit hour for students enrolled in the Bachelor’s Degree programmes. This rate has been in effect since 2007 and has not been increased to date. However, the actual charges may vary depending on the industrial training credit hour requirements which differ based on the landscape of each respective study programmes.

UIS as a Private Higher Education Institution offers programmes that have received either full or provisional accreditation from the Malaysian Qualification Agency (MQA). These programme are subject to the standards, circulars, guidelines, policies and regulations issued by the MQA, as well as those from the Ministry of Higher Education of Malaysia (MOHE). All fees and charges imposed have been approved by MOHE.
-
Therefore, the base calculation for Industrial Training credit hours follows the Malaysian Qualification Agency (MQA) programme standard where 1 credit hour is equivalent to two weeks of industrial training. However, the total credit hour value may change depending on updated MQA programme standard.
-
In comparison with other private higher education institutions, UIS offers a total tuition fee rate that is competitive.
-
Other Higher Education Institutions (IPTs) both public and private, charge with the same fee for a semester Industrial Training as they do for a regular academic semeter.
-
Even when a student undergoes industrial training for a full semester, amenities such as access to the library, student medical services, student activities, infaq fund and takaful protection are still provided to all UIS students. Therefore, all registered and active students are still required to pay the fees.
-
The issue of Industrial Training has been previously addressed by the MQA in a dialogue session with Higher Education Providers (HEPs). In the dialogue, HEPs requested that Industrial Training not be considered as a teaching and learning activity and be excluded from the semester system. However. MQA provided the following explanation regarding Industrial Training:
-
Industrial Training is mandatory for all programmes (certificate, diploma and bachelor's degree) as a graduation requirement;
-
Industrial Training is considered as part of the teaching and learning activities that contribute to students' credit hours;
-
Industrial Training is an essential component of the programme curriculum and must be offered within a specific period, typically within one year of study;
-
The duration and credit hour for Industrial Training are determined based on programme standards and the requirements st by relevant professional bodies.
-
-
Therefore, the total cost of Industrial Training is included in the overall tuition fees as approved by the Ministry of Higher Education and is clearly stated on the UIS website prior to students registration and enrolment in any study programme.
